Miscellaneous Matters.
WASHINGTON, December 9. --It It is stated to-night, though unofficially, that the Cuban difficulty is in a fair way toward a satisfactory settlement.
The friends of General Sickles say that he will shortly return to this city, when he will formally tender his resignation as minister to Madrid.
The cabinet to-day was not in session more than an hour. All the members were present excepting the secretary of war. No new features were presented concerning our relations with Spain.
It is said that Governor Burbank, of Dakota, has resigned his position as executive of that territory.
The democratic senators held a caucus this afternoon and resolved to support Allen G. Thurman for president pro tem. of the senate. The republicans, at their caucus, informally designated Senator Carpenter for the position.
The national convention of colored citizens assembled in the hall of the house of representatives this afternoon. Between two and three hundred delegates were present. The call for the convention asks of congress a civil rights bill. E. B. Elliott was elected temporary chairman.
